How to change / tamper / edit windows time stamps

This is extremely easy actually. all you need is suiteable tool. there's lots of them, but not all works. Here's one tool that works for sure:
xPress TimeStamp Toucher
Here's also a screenshot, it shows what you can do with it. just look at creation date and last modified data.

This tool allows you to change either one file or whole folder+sub-folders. so you can change all files at once in pc if you want.
